Clarion Housing Group is the UK’s largest provider of affordable housing, with more than 350,000 people living in Clarion homes. We operate at national scale while remaining accountable to the places and communities we serve, with a focus on providing secure, affordable homes for people who need them.

Clarion works across housing, development and community investment. As a landlord, we focus on providing well managed, sustainable homes and services that people can rely on. As a developer, we are delivering thousands of new affordable homes each year, reinvesting surplus to widen opportunity and strengthen communities.

Leadership within Clarion is closely connected to service delivery. Decisions are informed by evidence, professional judgement and local understanding, with responsibility held at regional level. We work with residents, colleagues, local authorities and sector partners to improve services, respond to local priorities and support positive change across neighbourhoods.

Through service design, partnership working and sector engagement, we seek to contribute in practical ways to better housing outcomes and stronger communities.

Delivering results

Our 4,000-strong team, working with hundreds of organisations across the UK, is focused on delivering for our residents.

In 2024–25, our Clarion Futures programme generated £128m in social value – the estimated value of the positive impact we created by supporting residents and their communities.

Some of our other achievements in 2024-25 include:

  • 300+ employers involved in our national jobs and training programme

Responding to the housing crisis 

The government recognises our role as a leading housing provider, and we are a strategic partner of Homes England.

In 2024-25:

  • We built 1,727 new homes 

  • 83% of our new homes were for affordable tenures

  • We invested more than six times our surplus in new and existing affordable homes

The housing crisis in Victorian times prompted William Sutton to leave his fortune to provide new homes for those in need. More than a century later, affordable housing remains in desperately short supply, and our mission is more important than ever.

We’re committed to meeting the needs of people in the long term. The homes we build each year are part of a wider package of support that we bring to communities. Our social purpose runs through everything that we do. It informs our strategic approach to making things better for residents and their communities.

Our strategy is to become the UK’s leading housing group for good quality, sustainable and affordable homes – delivering lasting benefits for our residents and communities. 

It sets out our direction of travel, on a journey that evolves as circumstances change - with a relentless focus on achieving our objectives. 

Our corporate strategy sits above individual strategies for different areas of our work. One of the most important of these is sustainability which we’re embedding across our organisation and operations. We’re developing our first ever sustainability strategy. This will guide our path towards becoming net zero by 2050. 

This will sit under our wider strategy, which has four areas of focus; customers, people, homes and communities, and our business.  


Our customers 

We aim to meet the needs of our customers. This means delivering a high-quality service 24-7 and helping improve the lives of our residents and their communities. We review our services on a regular basis, getting feedback from our customers to ensure we are doing our best by them.

We also aim to offer even more opportunities for people to build a better future. This is being done through the work of our charitable foundation Clarion Futures.

Our homes and communities

We’re focused on providing good quality, safe, sustainable, and affordable housing and desirable neighbourhoods where communities can flourish. This means driving up standards of building safety and sustainability, and continuing to build thousands of new homes every year.

We aim to achieve net zero carbon emissions across our operations by 2050. We’re also committed to delivering economic growth through jobs and apprenticeships and creating healthy indoor and outdoor environments.

We’re using our financial strength to plan for the long-term so we can continue to invest in our existing homes and build new ones. We’re also embedding diversity and sustainability in all areas of our work.
